Council confirms portfolio system

Charters Towers Regional Council has confirmed a portfolio system of responsibilities for its elected members to strengthen the corporate decision making structure.

Mayor Liz Schmidt says the portfolio system provides for nominated councillors to be assigned specific responsibilities for a key strategic focus area of the Council.

“This portfolio system is a means of developing appropriate relationships within Council on key strategies or focus areas,” Cr Schmidt said.

“This system will provide the councillors with an opportunity to develop and maintain a heightened level of knowledge and leadership across the Council region in a specified field.”

Cr Schmidt said the portfolio system also provided an ideal mechanism for councillors to work closely with Council’s directors in their respective directorates.

Councillors have been allocated the following portfolios:

Mayor Liz Schmidt: disaster management, advocacy, regional representation, ex-officio representative on all portfolios, rural management; range of portfolio: disaster management, regional development and advocacy, member of the Healthy Community Reference Group (Charters Towers Community Advisory Network – CAN), rural services, saleyards, pest and animal management; townships of Hervey Range, Hidden Valley, Mount Fox.

Deputy Mayor Councillor Sonia Bennetto: technology, tourism, community grants and events; range of portfolio: records and quality systems technology, datacentre, solar farm, Visitor Information Centre, tourist attractions, monetary and in kind grants, festivals and events; township of Greenvale.

Councillor Roma Bailey (portfolio shared with Councillor Alan Barr): Roads and infrastructure management, plant and equipment, water resources,  community facilities; range of portfolio: roads and infrastructure, drainage, capital works, maintenance, technical issues, water and sewerage,
facilities including showgrounds, facilities including aquatic, cemeteries, parks, street cleaning.

Councillor Alan Barr (portfolio shared with Councillor Roma Bailey): Roads and infrastructure management, plant and equipment, water resources, community facilities; range of portfolio: roads and infrastructure, drainage, capital works, maintenance, technical issues, water and sewerage,
facilities including showgrounds, facilities including aquatic, cemeteries, parks, street cleaning; township of Belyando Crossing.

Councillor Graham Lohmann: road safety, local disaster management, collaboration with SES, police, fire and emergency, mayor’s delegate to the Health Community Reference Group (Charters Towers Community Advisory Network – CAN), community development including arts and culture, libraries, service clubs, health; townships of Pentland, Balfes Creek, Homestead.

Councillor Mike Power: airports, town planning, environment; range of portfolio: airport masterplan, major developments, business, waste management (landfills).

Councillor Brett Maff: finance, sport and recreation, regional economic development, internal audit; range of portfolio: finance, assets and procurement, rating and customer service, sport and recreation, economic development plan, structure plans, major development centres, statutory
planning, development services, key centres, economic development support and investment attraction.

Cr Schmidt said the councillor portfolio designations have been selected for their strategic importance to the Council and the community of the Charters Towers region.
